A patron with a library card present is granted complete access/information to the record of that card.A-2.2 Access Without Card
The following guidelines have been drawn to protect the privacy of the library's patrons. These must be honored at all times.
A. If a patron wishes access to her/his own record without her/his library card, s/he may do so with proof of identity that includes a photo ID.B. A patron wishing to access another record without the corresponding library card will not be allowed access/use except for the following:1. A parent or legal guardian of a minor child 17 & under will be allowed to access the child's record without the card, after providing his/her own identification, either through a library card or photo ID. Address information should match the child's record. Access entails paying overdue fines, finding out if there are overdue items and what the child has checked out, renewing items already on the card, and picking up reserve items. However, the reserve items must be checked out on the parent’s card, since new items are not allowed to be checked out on the child’s card if neither the card nor the child is present.2. Patrons who want to grant access to their library record (including reserve and interlibrary loan pickup; item renewal; list of items checked out; fine payment; and list of items on reserve; but NOT additional checkout without card) to their spouse, friend, parent (if the patron is not a minor), or their child must come to the library with the patron to whom they want to grant access and give Circulation staff permission to add a special message naming that person who has permission. The special messages must be reciprocal. The person accessing another’s record or picking up reserve items for another patron must have a library card, since s/he has to check the items out on her/his card. In an extreme circumstance only (if the Director of Circulation is not available), a patron can be called at home to obtain her/his library card number and permission for the person in the library to pick up the reserve items.
3. When the patrons come in and request reciprocal messages use one of the following the examples below:
A-2.3 Information by Telephonea. "Sally Jones (Borrower#)" is placed on Max Jones record and "Max Jones (Borrower#)" is placed on Sally Jones record.b. "has access to wife Sally Jones ( Borrower#)" is placed on Max Jones record and "has access to husband Max Jones ( Borrower#)" is placed on Sally Jones Record.
c. "daughter Abby Smith ( Borrower#)" is placed on Estelle Adams card and "Mother Estelle Adams ( Borrower#)" is placed on Abby Smith's card. (Abby is age 18 or over. If Abby was under 18, Estelle could access Abby's card without a reciprocal agreement.).
4. If someone does not have access permission but wants to pay overdue or lost book charges for another patron other than his/her child (17 & under) without the corresponding library card, s/he must either bring the overdue books to the CKO Desk or give Circulation staff enough information about the items s/he wishes to pay for so that the correct patron record is accessed.
a. The record name can also be accessed after checking an item in and looking at the charge block screen. The item(s) that will be paid for should be marked off individually. After payment, s/he receives the cash register receipt, not the computer receipt. The computer screen should be turned so s/he does not gain any other information about that person’s library card.
Information concerning any patron record is most easily given over the telephone when the corresponding library card is provided by the caller or if a reciprocal message exists on the caller’s patron record.A. If a parent gives her/his own library card identification, s/he may have access to her/his minor children's records by phone to determine fines, missing book titles, etc. Addresses and phone numbers should be compared to confirm parent identity. Items can be renewed by phone without the patron’s barcode if the barcode of the item to renew is given.
