A-1.0 Library Cards: New Membership- Eligibility and Requirements

Any person may be issued a Williamsburg Regional Library card at no charge. Adults 17 years of age and older are required to provide a photo I.D. and proof of current address. Proof of residency includes current driver’s license, checkbook, bill, or a lease agreement but not a personal letter. Family members who are dependents (16 and under) are eligible for a card as long as the parent or guardian is present with proper photo identification.

A-1.1 Full Privilege Card

Patrons who reside in the City of Williamsburg and James City County have full access to the privileges of the Library. This includes borrowing 40 items, placing 15 items on hold and full interlibrary loan borrowing privileges.

A-1.2 Enhanced Privilege Card

Patrons who reside in York County are allowed to borrow 20 items, reserve 5 items and are allowed 1 interlibrary loan at a time.

A-1.3 Standard Privilege Card

Patrons who reside outside of the City of Williamsburg, James City County and York County areas are allowed to borrow 10 items. No holds or interlibrary loans may be placed.

A-1.4 Exceptions

If a patron resides outside of the City of Williamsburg, James City County or York County but owns property in one of the three counties, a real estate tax bill showing ownership is required to receive a full privilege card.

A-1.5 Child’s Card

There is not a minimum age requirement for acquiring a library card at WL or JCCL. Young adults need a photo ID and address verification.

Minors need a parent/guardian, who has his or her own photo ID, to verify the child's information. Only a parent or guardian may verify information the child gives and to show proof of address for the child.  Parents or guardians identifying a child are asked to cosign the card for minors under 12 years of age.

A young adult with photo ID may be issued a library card.

A-1.6 Teacher Cards

Kindergarten through 12th grade teachers from the WJCC and York County public and Private schools may be issued a card.

A teacher must provide proper identification stating that they are a teacher with one of the above mentioned school systems. Proof of home mailing address and a photo identification is required as well.

Parents who home school and live in the above mentioned counties must also provide accreditation showing that they home school. They must also provide proof of residency and photo identification.

Upon receipt of a complete home school application and supporting documentation will be reviewed and issued a standard level card. After review is completed, a teacher card will be issued.

Rated "R" movies can no longer be checked out on a teacher card. It must be checked out on a personal card.

CDR and Headstart teachers wishing to apply for a teacher card will be referred to the Youth Services department of the Mobile Library Services.

A-1.7 School Group Registration

  1. Prior to the class visit: A Class Registration form must be completed for each student planning to visit the library whether or not the student has an existing library card. The student's parent or guardian must sign the form. Forms that are not signed are returned to Youth Services for verification with the teacher or parent.
  1. Completed forms must be returned to Youth Services at least 2 weeks prior to the visit date. Teachers must provide the planned date of the visit together with the forms. Youth Services staff give the forms to Circulation staff.
  2. To issue a new card, Circulation staff must first verify whether or not each student has an existing library card. When a child has an existing card, the patron information is carefully checked to verify that it is the same patron.
    1. Corrections should be made following the class registration form, e.g. a missing SSN added if this is given, or a parent's name added.

    2. The appropriate blocks of the form should be checked off.
    3. Parents/guardians of students with cards that have charges of $2.00 or less do not need to have classroom registration letters sent to them as these charges are not blocks for checkout.
    4. Parents/guardians of students with cards that have charges over $2.00 should be sent a classroom registration letter that lists the charges and/or lost items.  This letter states that the child will be allowed to check out items one time only before the charges are resolved.
  3. If a student does not have a library card, a new card is issued following normal registration procedures (Section B-1.0).
  4. A library card is attached to the form with the student’s name penciled on the back of the new card. The patron barcode is noted on the form.
  1. At time of visit: Students who have an existing library card should bring the card to the library the day of the visit in order to check items out.
  1. Students without a card or photo ID can check out items as long as their teacher verifies their identity.
  2. Circulation will provide a checkout station in Youth Services for school groups whenever possible or at least one checkout terminal at the CKO Desk needs to be reserved for patrons not with the school group. Students should not block the access of other patrons to checkout terminals either before or following checkout of their items.
  3. Students with newly issued cards should provide the cards to Circulation staff at time of checkout.  

A-1.8 Homebound Patrons

Patrons with special circumstances (temporarily/permanently disabled) who are unable to come in to the library and wish to have someone else pick up their items at the library may be registered as a homebound or Shut In patron.

  1. The person responsible for checking the materials out for the homebound patron may pick up a registration form from the CKO Desk. The form is similar to the manual patron registration form (used when the computer is off) with additional places for the signatures of the homebound patron and the person responsible for the pick up and return of library items. These signatures must be on the completed form before items can be checked out.
  2. The completed form must be returned to the library with an official form of ID (preferably a Social Security card and photo ID) and proof of address belonging to the homebound patron.
  3. At registration the adult who is responsible for the card should be informed to bring it with him/her each time s/he wants to check out books for the homebound patron. But if the adult should forget the card, s/he can show a photo ID and Circulation staff can look back in the homebound patron file for verification. If the adult has a library card, a message can be placed on his/her record stating s/he has permission to access the homebound patron’s card.
